According to documents posted on its own web site, the CPA's little-known Program Review Board (PRB) has quietly committed billions of dollars in Iraq's oil revenues to new contracts that critics say will enrich U.S. and British corporations while limiting the amount of revenue Iraq's new interim government will have at its disposal when it assumes authority from the CPA on June 30.
