Who are these people?

Guessing will be akin to shooting fish in a barrel.

...a former mobile network designer, owns a home in Cambridge, Massachusetts, where he is still a registered voter.

...an avid Bulls basketball fan, has also kept his home, which is on the outskirts of Chicago. His voice still directs callers to leave him a message on the answering machine of the engineering firm that he left for "an indefinite leave of absence."

...educated at the University of Connecticut, had lived in the United States since 1979... where he still talks animatedly about the Huskies of the University of Connecticut, known for their championship basketball teams.

They are some of the "Iraqis" who are now part of that country's new government. The article goes on to say that some members of the former Governing Council who did not receive positions in the new government are leaving Iraq, going back to their European homes. Unlike the rest of Iraq, two thirds of the new government have lived most of their lives outside the grasp of Saddam Hussein's regime.

This is supposed to win the hearts and minds of normal Iraqis?
