Why won't Bush and Rumsfeld order the armor?

Via Memorandum, "Armor Holdings Inc., the sole supplier of protective plates for the Humvee military Vehicles used in Iraq, said it could increase output by as much as 22 percent per month with no investment and is awaiting an order from the Army."

So, just why hasn't this order come in yet? Can the right please cut this "blame the reporter" crap and be critical, for once, of the assholes they helped put in charge? The rest of the nation would thank you for actually noticing reality.
